In the December of 2019, Prisma completed the evaluation of “Commitment to Constructive Dialogue”: an EU funded project with a budget reaching 2.222.256 million EUR.
“Commitment to Constructive Dialogue” began implementation in 2016 by a Consortium of partners led by the Armenian Lawyer’s Association. The overall project objective aimed to strengthen the Civil Society Organizations’ (CSOs’) influence on public policy development and implementation in Armenia.
Prisma’s evaluation of “Commitment to Constructive Dialogue” revealed that, alongside a plethora of significant achievements, the project also succeeded in elevating the cooperation between the Armenian Government and the Civil Society. The aforementioned was the unforeseen aftermath of the project, as evident by the rising number of CSO inclusion into the discussion of Armenia’s budgetary process.
Prior to the project’s implementation, the Armenian budgetary process had not yet institutionalized CSO participation. However, in 2019, the outcomes of CSO inclusion within the scope of the project proved to be useful and effective. Furthermore, the draft schedule of the 2021 Budgetary Process presents CSOs as a mandatory participant in upcoming discussions. The draft schedule has been approved by the Prime Minister of Armenia, Nikol Pashinyan.
