The “Electoral Support Project in Armenia” (ESPA), a $ 4,201,281.80 budget initiative implemented by the UNDP, has been evaluated by Prisma as of August, 2020. The project found its funding sources in the Government of Armenia, the EU, Germany, UK, and Sweden. Prisma’s evaluation was designed to measure the relevance, efficiency, appropriateness, effectiveness, impact and sustainability of the project.

ESPA was initiated in response to a formal request from the Government of the Republic of Armenia to provide support for the 2018 pre-term parliamentary elections. The Armenian Parliamentary elections emerged as a direct result of the Velvet Revolution. Both transparency and credibility strongly prevailed among the values advocated for by the public. Consequently, these values were placed as top priority by the Government of Armenia, who sought to demonstrate the establishment of a legitimate Parliament and government through the elections.
